North Carolina State Route 28 runs in Western Swain County. It runs in two sections within the county with a section passing through Graham County in between. The northern section runs from U.S. Rt. 129, near Tapoco, before entering Graham County, near Fontana Dam. Then NC St Rt 28 passes back into Swain County, near Almond, and runs south to the Swain/Macon County Line, north of Oak Grove.
